This webinar highlights state and district successes and challenges in implementing Title II-A programs and collecting impact data. As a community, we seek ways to seamlessly support and integrate high-quality professional learning and to share those efforts with Congress and the Administration as they debate the future funding levels for this critical program. Learn from these education leaders as they share how they designed their Title IIA-supported programs and the successes they have documented. The session will also provide support for educators seeking to align their Title IIA-funded work to the Standards for Professional Learning.

  • Understand the current research on the impact of professional learning.
  • Learn as state and district leaders describe their Title IIA implementation strategies and data collection efforts.

Elizabeth Foster is the senior vice president of research and strategy at Learning Forward. She leads the organization’s research efforts for partnerships, programs, and fundraising. Elizabeth co-wrote the Standards for Professional Learning (2022) with Tracy Crow and now facilitates learning sessions about the standards and develops resources that support their use and implementation.

Paul katnik
Assistant Commissioner at Missouri Department of Elementary and Secondary Education | + posts

Paul Katnik is the assistant commissioner of the Office of Educator Quality. Katnik has been in education for over three decades working with children of all ages, K-12, as both a teacher and a building principal. He has served at the Department of Education for over ten years, and has been instrumental in coordinating the state model Educator Evaluation System, revising teacher and leader preparation programs, developing the state’s Educator Equity Plan, and creating the Missouri Leadership Development System.

Assistant Superintendent of Teaching and Learning at Daviess County Public Schools | + posts

Jana Beth Francis was recently recognized as one of Education Week’s 2020 Leaders to Learn From. Francis has recently led her rural-suburban district’s adoption of new English language arts and math curricula including supporting principals and teachers in the effective use of the new materials. Previously, Francis served as a teacher in Georgia and an instructional coach and district assessment coordinator in Daviess County.

Jamalya Jackson is the executive director of professional learning in Hillsborough County Public Schools (HCPS). Jamalya has held various positions throughout HCPS, including school psychologist at the Pre-K, Elementary, Middle, and ESE-center based levels, supervisor of Title I staff development, supervisor of teacher training, and director of new teacher induction. Currently, Jamalya is the executive director of professional learning. Throughout her many positions, she has been committed to helping schools create a system of support to improve teacher effectiveness and increase student achievement.

Jon Bernstein is the founder and president of Bernstein Strategy Group. He has over 25 years of experience in education, technology, privacy, appropriations, and telecommunications policy. Today, Jon works closely with many of the major K-12 education associations as co-chair of both the Education and Libraries Networks Coalition and the Homework Gap Big Tent Coalition and as executive director of the National Coalition for Technology in Education and Training. He also helps lead the Principals Group, which focuses on professional development funding and related issues.
