    94% OF DISTRICTS AND STATES PROVIDED SUMMER LEARNING PROGRAMS IN 2021 Fueled by federal funding marked for accelerating student learning, states took on a significant role in 2021 in guiding summer learning programming. The National Summer Learning and Enrichment Study’s report, A Turning Point for Summer Learning and a Framework for the Future, examined key state decision points that shaped district summer programming, provided examples of state actions that influenced innovative and promising offerings at the district level, and offered ideas for improving programs going forward.
